CBEC proposes new Service Tax Return Form AIT News Network The timing of CBEC’s move to solicit comments on the Draft Form has left the service tax payers and Tax Consultants baffled as the comments have been sought by Though it has been mentioned in the Draft that no final decision has been taken by the Government to issue this Form but service tax payers have already started worrying as to whether CBEC will notify new ST-3 Form just 2 days before the last date of filing service tax returns? Allindiantaxes has already requested CBEC to keep the notification of new Form pending at least for a month so that the tax payers may file returns in existing ST-3 Forms without going into intricacies of examining the new colums in the proposed Form. FM says procedures are being simplified by the Government but tax administration keeps on substituting the Forms again and again. The same is the case of Rules. Allindiantaxes gets several calls in a day from tax officials who themselves want to know about the amendments made in the rules and regulations. When this is the condition of Officers –how can the assessees be expected to keep a tab on the Notifications on a daily basis? Allindiantaxes suggests that if the Government wants to amend any Form –it should be done only once in a year and that too before the start of the financial year and should be applicable from next financial year as the tax payers will be required to keep records in tune with the information desired in the Form so that the figures are picked up from their records without going into the exercise of computing data to be filled in the form which is going to be quite time consuming for tax payers. |
